Over medium heat cook onion until soft, 5-6 minutes. Add garlic and cook for 1 minute more.
Add 1 cup hot water and tomato paste to pan and mix together. Add bulgur wheat, bring to a boil, cover, and reduce heat to low. Cook for 15 minutes until liquid has been absorbed.
Stir in spinach and season.
In a separate pan, over high heat, sear steaks for 2 minutes. Reduce heat to medium and flip steak, cooking for 3-4 minutes. Remove from pan and let rest.
